Password protected access for the project dashboard and wiki.

Use the protected dashboard username assigned for Client Page operations. If access is failing, stop and check credentials rather than trying public routes.

Next step after login: review pending requests, tenant pages, city-page health, and proof/audit surfaces from the protected dashboard.
